The NFL, the most popular professional sports league in the United States, has made several adjustments to its rules over the past decades.
In 2024, changes to the kickoff rules have faced some scrutiny. Before the start of the season, the league modified those rules.
Instant replay policies have also undergone reviews in recent years, but former NFL coach Tony Dungy is calling for a comprehensive overhaul.
Dungy argued that today’s replay system created a “credibility problem” for game officials and the NFL.

Dungy, who coached the Indianapolis Colts to a Super Bowl title, cited a controversial call on a rushing play in the Philadelphia Eagles’ 38-20 Week 8 win over the New York Giants. The referees blew the whistle for the player to move forward.
Giants pass rusher Kayvon Thibodeau knocked the ball out of the hands of Eagles quarterback Jalen Hurts. Thibodeau ran off the field with the ball, but the officials ruled that the midfielder’s forward drive had been stopped, meaning possession was not changed.

An in-game video replay appears to show the teammate continuing to push Hurts forward. Under current rules, the play is not eligible for review. Dungy urged the NFL to make every play reviewable.

The NFL has a fast-track review system, aimed at quickly correcting obvious and obvious errors.
“The NFL needs to get rid of these ‘non-reviewable’ categories! You can’t have New York jumping in and changing plays saying ‘expedited review told us…’ – and then having obvious errors that don’t change. That’s what the review process was designed to do. We had a couple in the GB-Pitt game and it was terrible. When you change some obvious plays and not others you create a credibility problem and that’s what we have now.” Dungey wrote on X.

Dungy also pointed out plays he believes should have been negated during the Green Bay Packers’ win over the Pittsburgh Steelers Sunday.

A few months after a missed pass interference call in the 2019 NFC Championship Game, NFL Commissioner Roger Goodell announced that an expanded replay system would allow for a review of pass interference.
The expansion only lasted one season, as the league later made pass interference a non-reviewable game again.
